No, We Can't Can: Corner Collections Canned

City council has banned the practice of "canning" or "tagging" at street corners.

The move comes in response both to resident and motorist complaints about the practice of collecting charity money at street corners, and the increased fears of city officials that "canners" risk being struck by a car and seriously or fatally injured.

Under the ordinance introduced by Councilman Dan Carr and signed into law last week, no one may solicit donations on public roads or rights-of-way within the city. Violators may be cited and fined up to $300 per incident.

On the police department's Facebook wall, the new ordinance was greeted with almost uniform praise.

No exception will be made for fire or police fraternal organizations, city officials said.

The corner of Eden Park and O'Neil boulevards has been among the most popular intersections for can collections by athletic groups, cheerleaders, scouts, booster organizations and other charities.

Councilors Fawn Walker-Montgomery and Dale McCall voted against the ordinance, saying it unfairly penalizes groups that depend on public fund drives. "I've voiced my opinion on this quite loudly," Walker-Montgomery said. "I feel like there should have been some (exception) added in for people over the age of 18."

Nearby communities such as West Mifflin and North Huntingdon Township already forbid the practice. White Oak requires a permit from the police department to "can," as well as permission from the state Department of Transportation to solicit donations on a state-maintained road.
